3:040 Ordering from Campus Departments
Adopted Date: February 2012
Revised Date: 10/12/2026
Responsible Offices: Division of Finance and Business Services
Policy Statement
Purchase transactions between University departments must be authorized, compliant with UM System financial rules, and processed through the appropriate electronic interfaces.
Each department providing internal goods or services is responsible for maintaining its own ordering guidelines. To order from another University unit, departments should utilize an Internal Service Order Form, where applicable, or the provider’s designated online portal. Transactions are recorded in PeopleSoft via an Internal Service Entry (ISE) or automated billing systems.
Financial Compliance & Revenue Recognition
All internal transactions must adhere strictly to the UM System Internal Transaction Accounting Procedure.
- Cost Allocation: Internal selling units (Service Centers) must price goods and services to recover no more than the aggregate cost of operations. Generating internal profit margins beyond standard equipment reserve allocations is prohibited.
- Accounting Entries: Transactions should use an Internal Service Entry (ISE) journal entry source in PeopleSoft when applicable as outlined in the Internal Transactions Accounting Procedure above. The selling department records revenue using an internal sales account code (45xxxx series), and the buying department records an expense using a corresponding operating account code.
- Automated Feeds: Selling units processing large transaction volumes can utilize verified feeder systems as outlined in BPPM 2:140 Feeder Systems. These automated feeds must follow the University Feeder Policy and Guidelines.
The Mizzou Store and TigerTech
Book Stores Requisition
- Departments can use Book Stores Requisition (UM 81) to purchase items from the Mizzou Store, TigerTech, UMSL Triton Store, and UMKC Bookstores.
- NOTE: Petty Cash may not be used for purchases from Mizzou Store, TigerTech, UMSL Triton Store, and UMKC Bookstores.
- For TigerTech orders, departments can contact TigerTech directly through email. The email should include the requested item (s), the payment method (MoCode/account information or ProCard, if appropriate), and department approval. From there, TigerTech completes the internal requisition process and coordinates fulfillment.
- The Book Stores Requisition should be completed (including description) before sending or taking it to the store. The requisition must be signed by a person authorized to sign on the Mo Code and PS account code to be charged. Split charges must be on separate requisitions.
- The completed Requisition will be turned into the UM Stores fiscal department. The receipt from the register will be given to the individual who receives the product for their records.
- If the transaction is done by phone or email, an email with approval from the authorized signer will be included in the Requisition form filled out by the store, and a copy of the receipt will be with the purchase when they pick up, or a copy will be emailed to them.
Branding, Printing Services, and Mail Services
All campus communications and physical printed media must comply with Mizzou Branding Guidelines.
Official University Stationery
All official Mizzou letterhead, business cards, e-letterhead, and envelopes must be ordered directly online via the official Printing Services Storefront. Modification of official identity marks or localized layout alternatives is prohibited without direct permission from Joint Review.
General Print Orders
Physical on-campus print shops (including legacy Digiprint centers) are no longer in operation. For marketing collateral, signs, large-format banners, or custom projects, departments must utilize pre-vetted external providers. Refer to the current Mizzou Printing Services resource directory for authorized external print vendor lists, direct-mail design constraints, and project estimating guidelines.
Mail Services
Campus Mail Services can assist with mail-related needs. You will need your MoCode and PS Account for billing purposes. They use an automated Mail Services Barcode Label Orders system for outgoing mail, making it easier to send mail either individually or in bulk. If you do not have a barcode label, you can still walk in using the Walk-In Mail form located on the Campus Mail Services homepage.
Facilities, Renovations, and Spatial Requests
Any modification to physical structures, spatial changes, utility adjustments, or structural installations must be routed through central oversight channels.
Requesting Projects
Departments may not contract external construction or trade labor independently. All renovations, programmatic workspace changes, or infrastructure developments must be submitted through the Planning, Design & Construction Request a Project Portal.
Maintenance and Operations
General facility maintenance, minor modifications, key services, and utility requests are managed through Campus Facilities. Emergency repair needs should be phoned in directly to the operational service desk, while routine modifications require an active MoCode submitted through the online service work order system.
Event Catering and Hospitality Compliance
On-campus events, catering services, and facility use are governed by central safety, financial, and operational rules detailed in the Mizzou Reservations and Events Policies.
Booking Requirements
- Space Confirmation: Event space must be formally secured and reserved prior to coordinating food or hospitality services.
- Timelines: Menus and final details must be established at least seven business days prior to standard events, or 14 business days for large events exceeding 200 attendees.
- Catering Selection: Food services must be contracted through Peachtree Catering or an approved provider listed in the official campus catering directory.
